The UW Medical Center's Otolaryngology Head and Neck, has an outstanding opportunity for a Health Service Manager (Full-Time, Day Shift). The Health Service Manager reports to UWMC Ambulatory Care Assistant Director, the Clinic Manager will direct and supervise the day-to-day operations of the UWMC Otolaryngology Head and Neck.  The clinic manager is responsible for overall administrative management of the clinic(s) through operationalizing the medical centers values, mission and goals. The clinic manager manages all aspects of the practice. The clinic is staffed with experienced surgeons, audiologist, and speech therapist in a multidisciplinary setting to provide a variety of tests and surgical consultation to evaluate and treat patients. The clinic manager hires, supervises and mentors clinic staff in such a way to create effective teamwork, plans and implements programs to meet specific patient care needs; works to continually improve clinic operations and efficiency. Prepares, evaluates and manages financial reports and budget.

The practice utilizes a multidisciplinary approach to provide specialized care that includes patient education from multiple sources including nursing, dietary, wound care, social services, audiologist, and speech therapist. Adult patients are evaluated and treated pre and postoperatively for. The practice  Center compromise of 7 specialties: Head & Neck Surgery & Oncology, Laryngeal & Swalloiwng disorder, Otology, Audiology, Vestibular, General ENT & Rhinology, and Speech Therapy.

Responsibilities:

HUMAN RESOURCES
Responsible for interviewing, hiring, performance improvement, disciplinary process and recommending termination that fail to meet performance expectations.
Provides for and evaluates professional growth and development of clinic staff through identification of needs, sponsoring training programs, encouraging education (formal and continuing) efforts.
Responsible for completion of regular performance evaluations for each staff member; conducts evaluations for new staff prior to completion of probationary period.
Counsels employees, develops staff and, as appropriate, utilizes the disciplinary process.
Plans and organizes orientation and in-service training for clinic staff; participates in guidance of staff and promotion of educational programs.

LEADERSHIP & DEVELOPMENT
Provides leadership and direction in accordance with organizational goals and objectives.
Assumes responsibility for own personal continuing education and developmental needs; attends meetings, workshops to enrich personal knowledge, growth and management skills.
Works with the medical staff to coordinate medical and nursing management of patient care.
Continually works on performance improvement activities within clinic. Applies process improvement standards, programs and resources.
Serves as a resource to others (medical staff, clinic staff and other clinic managers)
Demonstrates the ability to be flexible, organized and function under stressful situations.
Fosters good public relations for the clinic.
Consults other clinical departments, as appropriate, to collaborate in operations and performance improvement activities.                                        
Collaborates directly with Health Sciences Department Director and Service Line Administrator regarding budget, access, and referral/volume development and physician productivity.

OPERATIONS
Coordinates and directs the patient care program to ensure patients needs are met and that facility policies are followed in an environment that optimizes patient safety.
Performance reflects age specific knowledge in all areas of patient care specific to medical specialty.
Monitors patient scheduling, surgical schedules, referrals and clinic capacity issues, and takes necessary action to address problems.
Monitors utilization of equipment and supplies; oversees supply ordering program.
Effectively maintains all required records for the clinic; demonstrates good organizational skills.
Plans and conducts staff meetings and ensures meeting notes are available.
Assumes the role of patient advocate regarding guidelines found in the Patient Bill of Rights.

CLINICAL OPERATIONS
Ensures evidence-based practice appropriate to clinic specialty is integrated into clinic operations.
Supervises staff to ensure quality of patient care.

COMPLIANCE
Responsible for ensuring adherence to Compliance Program policies, procedures, and standards of conduct.
Ensures that documentation meets current standards and policies and is completed for each clinic visit by clinic staff.
Ensures that clinic staff follows Facility-Only Billing guidelines and charges appropriately for services provided.
Completes required documentation including audits and surveys on time. Follows-up on problems identified through audit process.
Ensures that clinic meets regulatory standards (ex. JCAHO, DOH), including environment of care standards.

CUSTOMER SERVICE
Models customer service standards for staff and practitioners.
Responsible for addressing patient complaints.
Monitors and plans customer service initiatives to better meet needs of patients.

FINANCIAL PERFORMANCE
Develops, justifies and maintains a fiscal plan (budget) for the clinic.  Monitors patient revenues, expenses and operating expenses (salaries and capital expense items) and provides appropriate reports to the Director and Medical Director as well as clinic staff and providers. Takes actions to correct problematic areas.
Manages charge documents to ensure timely submission.
Develops and implements business plans to enhance clinical services.
Manages clinic demand and volume to meet budgeted volume projections in collaboration with medical staff leadership. Takes corrective action if indicated.
Performs other related duties as assigned.

Desired:
Masters degree in business, healthcare or related field. 5+ years ambulatory experience in a complex multispecialty setting.  5+ years academic healthcare experience working directly with departments and their leadership
REQUIREMENTS:
Bachelor Degree in Business Administration or other related field required, AND Minimum of six (6) years management / supervisory experience preferably in a medical setting.
Knowledge of Joint Commission, Department of Health, and other regulatory agency standards and requirements is required.
Excellent communication skills.
Demonstrates interpersonal skills in a manner which enhances communication, promotes conflict resolution and facilitates staff development.
Basic computer knowledge (Word and Excel)
EMR proficiency
Demonstrated leadership experience, working collaboratively with medical leadership and staff.
Demonstrated ability to manage the financial performance of the clinic.
Demonstrated ability in process improvement to optimize clinic flow and operations.
Demonstrated skill in Human Resources management such that staff are productive and function well as a team. Ability to have tough conversations as needed, counsel staff and utilize corrective disciplinary process as needed.
Demonstrated excellence in customer service in daily interactions with patients, family members and medical staff.
