The Human Resources team at the Applied Physics Laboratory at the University of Washington is expanding see yourself at APL!

The Applied Physics Laboratory is a research unit at the University of Washington. Our research expertise is in ocean physics and engineering, ocean and medical acoustics, polar science, environmental remote sensing, and signal processing. We conduct research and development that is sponsored by a variety of federal and state agencies, and take great pride in our long-standing status as a US Navy-designated University Affiliated Research Center (UARC). Our work takes place not only on the University of Washington campus and medical centers, but in field locations around the world at sea, in the air, and on polar ice caps. We apply rigorous scientific inquiry and engineering excellence in pursuit of solutions to important problems for the good of our region, nation, and world.

APL HR seeks applicants for the position of HR Policy Administrator. Reporting to the Recruitment and Employee Development Manager, the HR Policy Administrator has responsibilities in several key human resource-related areas. The HR Policy Administrator provides logistical support for Laboratory-wide human resource and organizational development programs (e.g., recruitment, training and development, and recognition), as well as operational and compliance support (e.g., policy updates from central UW Human Resources organizations; administering staffing and pay actions for staff and academic employees).


  • Employee engagement programs: Coordinate employee recognition program activities. Provide logistical support for training and development programs. Support on-boarding efforts of new employees, and ensure participation in APLs mentoring programs.
  • Budgets: Manage and reconcile HR departmental budgets and the budgets for all programs administered by HR.
  • Staffing actions: Administer the appointment, reappointment, promotion, and separation process for all APL staff, students, and postdoctoral scholars. Draft letters from APL leadership confirming these actions. Track and manage Workday entry of extended leave situations (parental, FMLA, disability) for faculty, staff, and students.
  • Performance review and merit process: Coordinate the administrative aspects this annual process for faculty and staff. Draft communication on behalf of the Director, Human Resources and Executive Director. Compile information and data from APL departments about their reviews and recommendations for merit awards for the Director, HR; the Executive Director; and, the Office of Research.
  • Workforce data: Manage departmental databases, ensuring data integrity. Provide workforce data analysis and reporting using information from APL and UW sources. Manage input, audit, and reconciliation of discrepancies related to appointment records in multiple University systems to ensure compliance with all applicable rules and regulations.
  • Workforce records: When necessary, interpret Workday system and UW work/leave policies and procedures for personnel (including supervisors and department administrators). Responsible for compliance with records management policies.


  • Bachelor's degree in Business, Human Resources, or other relevant discipline. Equivalent experience can substitute for degree requirement.
  • At least three years of experience interpreting and applying human resources-related policy, conducting administrative processes, and reviewing/interpreting workforce data.
  • Demonstrated ability to clearly articulate questions and explain answers and rationale.
  • Demonstrated ability to cultivate and maintain constructive collegial relationships within and across departments.
  • Demonstrated competency with basic project or time management concepts (e.g., prioritization/reprioritization, planning/monitoring multiple concurrent actions/events/processes/timeframes) and tools (e.g., lists, spreadsheets, calendars).
  • Experience with reviewing information, identifying key messages, and drafting content for professional correspondence (e.g., letters, emails)
  • Familiarity with enterprise systems, such as human resources/payroll systems.
  • Demonstrated proficiency using standard office software (at minimum create/draft/edit/format/print documents, spreadsheets including basic calculation formulas, emails, and calendars/meetings; enter/edit/review/validate data in databases).  

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.


  • Proficiency with enterprise systems, such as human resources/payroll systems.
  • Experience with basic project or time management tools or systems (e.g., complex lists or spreadsheets, software). 
  • Experience managing budgets.
  • Intermediate to advanced skills with standard office software (to include mail merges, complex formatting, visual presentations).
  • Experience with records retention practices and/or administering records retention policies.  


    May be subject to successful completion of E-Verify process.
