Job Details

The Supply Chain Logistics and Property Management organization of Raytheon Intelligence & Space (RIS) is looking for a creative, proactive and enthusiastic person to guide the Logistics Capture Team (LCT). The LCT is for responsible for the oversight and capture of proposals with Logistics and/or Property scope across RIS. The employee will develop proposals efforts for international and domestic Logistics and Property Management and develop enterprise-wide proposal strategies and implementation roadmaps.



Responsibilities:

Provide support for RIS Program proposals with Supply Chain Logistics and Property Management scope

Manage the Logistics Capture Team of 2-4 direct report employees as well as SMEs who assist in proposal work

Provide guidance and direction to site level resources that are providing proposal support representing Logistics and Property Management

Develop cost effective proposal solutions with market competiveness for Logistics and Property Management functions

Responsible for continuous improvement of the proposal processes for Logistics and Property Management across RIS

Develop and maintain appropriate metrics to provide for optimal planning, forecasting and monitoring of the Logistics and Property Management pipeline

Provide accurate and timely communications to senior administration and site managers in regards to proposal efforts being worked and/or awarded

Develop and deploy strategies to facilitate process efficiency and accuracy throughout the Logistics and Property Management proposal processes

Collaboration

With other Supply Chain functions to develop an integrated Supply Chain proposal plan

With the Proposal Capture Team to prepare all required proposal response documents and data input in a timely and efficient manner

With Packaging Engineers to ensure proposal costs and strategies effectively protect property in storage and/or transit

With Logistics Export-Import SMEs and Export Compliance to ensure proposal strategies and deliverables are compliant with export regulations and licenses

With Business Process Experts to define the most efficient method of capturing data in order to communicate proposal efforts

With Logistics and Property Management cross-functional stakeholders to ensure the most efficient and practical solutions are developed for proposal efforts


Requirements:

8+ years of applicable experience

Ability to obtain a Secret clearance

Successful implementation in preparing Proposals and Basis of Estimates (BOE) for Logistics and Property Management functions in support of program pursuits

Practical experience in writing BOEs including 15-2 Compliant BOEs

Practical experience in Advanced Company Estimating System (ACES) functionality

Practical experience in the Virtual Proposal Center (VPC) functionality

Expanded knowledge of the Integrated Product Development System (IPDS) processes, including gating & color team reviews

Experience with interpreting Request for Proposals (RFP), Statement of Work (SOW), and other various contract vehicles

Certified BOE Writer

Excellent communications skills, both oral and written

Excellent computer skills - proficiency in Microsoft Excel, Project, Visio and PowerPoint

Above average mathematical calculation skills

Availability to travel both International and Domestic

Demonstrated communication and critical thinking skills with a proactive approach

SME in multiple Logistics and/or Property Management functional areas

Ability to impact and enhance Logistics and Property Management proposal practices and processes

Demonstrated people-management skills, and experience leading teams; ability to educates, motivate and empower others and to develop team members

Experience developing strategies to address continuous improvement and organizational best practices, identifying and analyzing process deficiencies and providing solutions

Experience in development and implementation of common processes and practices

Ability to ensure Logistics and Property Management proposal practices are aligned with the Raytheon company proposal practices as well as Government regulations



Desired Skills:

Knowledge of Government contracts, FAR/DFAR regulations and international contract requirements, to include ITAR and EAR

Prior experience in managing a Logistics operation with personnel and budget management and administration

Moderate knowledge of international commerce, Import/Export requirements, and hazardous material management

Broad knowledge or experience with Orals for proposals

Experience developing and managing supplier statements of work and subcontracts, including third-party logistics providers (3PLs)

Certified BOE Approver



Required Education:

Bachelors degree in Business Administration or Supply Chain or similar, or equivalent combination of education and experience in the Supply Chain Logistics or Property field (Bachelor's Degree = 8 years of additional applicable experience).170187
