Northrop Grumman Aeronautics Systems - Systems Integration, Test and Evaluation (SIT&E) Directorate is seeking a Manager, Engineering 3 to be a Ground Test Assistant Department Manager (ADM) for the Palmdale Ground and Flight Test Department to help manage this 270-person and growing organization. Responsibilities include:

+ Assist the Department Director with tactical execution of all department activities including development of section managers, hiring and interviewing, and act as the Delegate of Authority (DOA) in their absence.
+ Champion engagement activities to improve the workplace environment, support program tiger teams, RCCA investigations, deep dives, and pre-milestone reviews.
+ Serve on and participate in program SRR, PDR, CDR, TRR, FRR reviews as required.
+ Identify and implement process improvements and support the Flight Test Community of Practice (CoP) as well as Ground Test Sub CoP.
+ Partner with HR and TA to support hiring, coordinate compensation, retention, employee documentation, requisitions approvals; provide point of contact for section managers and process questions.
+ Finally, assist with the employee performance tasks of developing goals, provide mid-term counseling and end of the year rating and performance reviews, leadership development and knowledge retention.
+ Some travel and special assignments may be required.


**Basic Qualifications:**

+ Bachelor of Science Degree in Science, Technology, Engineering, or Math (STEM) discipline with a minimum of 7 years of relevant experience
+ Experience building diverse/inclusive teams with engaged team members
+ Possess excellent leadership, interpersonal, and oral/written communication skills.
+ Active DoD Secret with eligibility for Top Secret

**Preferred Qualifications:**

+ Previous section manager experience with knowledge of FHR processes
+ Solid understanding of SIT&E policies and practices
+ Experience in managing a team in a ground test environment
