This Senior Technical Project Manager role, working for the project management office for UW Continuum College (UWC), is intended to guide and direct project activities in the information technology departments in UWC, but may be called to oversee other, non-IT initiatives.   The position will collaborate closely with UWC business groups, as well as UW schools, colleges and administrative units to support the development, implementation and maintenance of on-line student services systems, internet applications, and systems to provide financial reporting to senior university administrators.

The ideal employee in this role will possess proven impact, influence, technical and project management skills; demonstrate effective budgeting, analysis, project management, change management, risk assessment and quality assurance skills; and build collaborative and harmonious relationships with diverse team members and departments within the University.

RESPONSIBILITIES
Senior Project Management
  • Work hands-on as a senior project manager fully owning the delivery of strategic business projects.
  • Support project definition activities by helping to understand stakeholders needs, formulating solution strategies and developing proposals and business cases including cost and schedule estimates.
  • Develop realistic and achievable project plans.  Review and acquire plan approval from the project team, management and project sponsors and the stakeholder community.
  • Develop the work breakdown structure and responsibility matrix based on an analysis of project processes, risk analysis, quality management requirements, roles, responsibilities and governance requirements.
  • Estimate labor and non-labor costs as well as the schedules for completing the scope of work and document planning assumptions.
  • Work collaboratively with IT and other functional management to staff the project, assigning and delegating project work assignments appropriately.
  • Implement project governance mechanisms such as advisory groups, steering committees, and executive review committees as appropriate for the size or complexity of the project and the environment.
  • Manage costs, schedules, quality, risks, issues, changes and product configurations effectively.
  • Establish project performance management baselines for scope, cost and schedule.
  • Collect project status frequently, measure project performance against baselines, analyze variances and make adjustments as needed to keep the project on track.
  • Prepare effective status reports and review them with UWC management and stakeholders regularly.
  • Obtain stakeholder approval of project deliverables.
  • Define quality assurance programs and manage their implementation as part of the project life cycle.
  • Ensure proper closure to projects including warranty fulfillment, project retrospectives and administrative contract closure.

    Business and Systems Analysis
  • Understand the strategic direction and needs of the business.
  • Identify, recommend, assess and estimate initiatives that will help advance the strategy, include risk analysis, business cases, skills, costs and schedules.
  • Actively manage the requirements process including elicitation, analysis, prioritization, documentation and communication.
  • Facilitate meetings with a business analyst or as needed individually conduct use case and user analysis.
  • Define and re-engineer business processes and workflows.
  • Bridge the gaps among the business users and developers in understanding the needs, requirements, designs and specifications of the business needs.

    Project Leadership
  • Manage resource assignments for the assigned scope of responsibility, whether it is a program or project.
  • Provide effective leadership without direct reporting relationships for the extended project team, including IT, business and other vendor representatives when needed.
  • Take a pragmatic approach to managing projects, approach your toolkit as craftspeople do, knowing which tools to apply to which jobs for the best results.
  • Foster a productive and collaborative teamwork environment.
  • Manage time effectively.
  • Facilitate group decision making.
  • Conduct effective meetings.

    REQUIREMENTS:
    Bachelors degree in Business, IT or related field OR has equivalent experience AND 3-4 or more years of experience to include:
  • Senior project management. Has owned projects with budgets of $250,000 or more.
  • Solid experience in managing web projects as well as complex, interactive web applications and their system integration with back-office, line-of-business applications and/or similar experience in managing reporting projects leveraging data warehousing and visualization technologies.
  • Recognized expertise in managing projects with both traditional waterfall and Scrum project management approaches, and is able to effectively tailor the project management approach to the situation.
  • Successful end-to-end implementation of projects utilizing commercially available software products.
  • Experience delivering to an IT strategic roadmap with constrained resources.
  • IT and/or web-related business analysis roles eliciting and documenting business requirements, managing conflicting priorities, and gaining consensus and sponsorship of action plans
  • Experience planning and facilitating adoption of process changes through engagement with stakeholders and end-users.
  • Ability to work with all levels in an organizational structure, from individual contributors to senior executives.

  • Familiar with MS documentation and project management tools such as: MS Project, Visio, Team Foundation Server and SharePoint.

    DESIRED:
    Outstanding employees in this role will also have one or more of the following qualifications:
  • PMI or equivalent certification.
  • Certified Scrum Master (CSM).
  • Familiarity and experience with ProSci ADKAR or other change management model.
  • Has experience with the effective employment of use cases in the software development process.
  • Has experience in business process modeling and process mapping.
  • Prior experience as a software developer, tester, engineer, or business analyst.
  • Demonstrated ability to manage multiple, concurrent projects to successful completion with a combined team size of 8 or more people.
  • Solid understanding of the Microsoft stack, hardware and networking fundamentals.
  • Solid understanding of data warehousing and visualization technologies as applied to BI reporting.
